The area, known as Paseo Santa Fe, encompasses the S. Santa Fe Avenue corridor between Vista Village Drive and Civic Center Drive. The City envisioned filling the area with retail/shops/restaurants topped with living spaces to revitalize the downtown area. The project was constructed in three phases. Phase I was completed in 2016.

Phase II (.20 miles): Began in December, 2017 and was completed in May, 2020. This section extends from Ocean View Drive to Terrace Drive. New sewer lines, storm drain facilities and water lines were installed and the overhead utility lines were placed underground. A roundabout was constructed at Guajome Drive and Terrace Drive and landscaping, sidewalks, and lighting were added - matching the street amenities in Phase I. A sculpture titled “Aspire” was installed in the roundabout, created by local artists Melissa Ralston and Robert Rochin.

Construction on Phase III followed the completion of Phase II in May, 2020.
