Noise control enforcement in Vista involves cooperation between citizens, the Sheriff's Department, and the City's Code Enforcement. If you are experiencing noise disturbances, follow the steps below to ensure your complaint is properly documented and addressed.

Steps to Resolve Noise Issues 

  1. Contact the Sheriff's Department
    • Report the Noise Disturbance:
      • Contact the Sheriff's Department at 760.940.4551 to report the noise disturbance and request an event number.
      • Ask to sign for the complaint if you choose to.
    • Follow-up with Code Enforcement:
      • Follow up with the City’s Code Enforcement by email at codeenforcement@cityofvista.com or call 760.639.6141.
      • Have the event number(s) from when you reported the incident to the Sheriff's Department ready.

  2. Documentation of Noise Disturbance
    • Log Details:
      • Document the date, time, and description of the noise disturbance along with the event ID provided by the Sheriff's Department.
    • Video Evidence:
      • Record video evidence of the noise disturbance.
      • It is highly recommended to use a noise decibel phone app to record and measure sound levels.
    • Multiple Witnesses:
      • Involvement of more than one person from separate residences is encouraged to corroborate the noise disturbance.

  3. Continual Submission of Complaints
    • Ongoing Reporting:
      • Reporting parties are encouraged to continually submit noise complaints to the Sheriff's Department for each event.
      • This assists with logging incidents as well as providing evidence and documentation.
