The area, known as Paseo Santa Fe, encompasses the S. Santa Fe Avenue corridor between Vista Village Drive and Civic Center Drive. The City envisioned filling the area with retail/shops/restaurants topped with living spaces to revitalize the downtown area. Construction was divided in three phases along S. Santa Fe Avenue.

Phase I (.25 miles): The project began in May, 2014 and the first phase was completed in early April, 2016. This portion extends from Main Street to Ocean View Drive.

The streetscape improvements included the complete makeover of this segment of S. Santa Fe Avenue, including below ground improvements such as new water, sewer, and storm drain lines between Main Street and Ocean View Drive. The visible improvements included placing overhead utility lines underground, narrowing the road from four lanes to two lanes, constructing new sidewalks; installing streetlights and street furnishings; installing a gateway arch sign; and constructing Vista's first roundabout at Eucalyptus Avenue.  Veterans Memorial Park was constructed by Affirmed Housing and the Pinamonti family.
