Reason and Basis for the Proposed Rate Increase

Solid waste disposal and recycling services are provided by a private contractor (EDCO) with an exclusive franchise to provide these services in the City of Vista.

Vista’s solid waste rates are evaluated periodically to maintain an adequate rate structure to fund the costs of providing solid waste services to residents and commercial businesses. Solid waste rates reflect the cost for Vista’s franchised hauler, EDCO, to provide associated solid waste services. The proposed organic waste service collection rates are necessary for EDCO to provide mandated organic waste collection services under California state laws AB 1826 and SB 1383. Through this legislation, the state has increased recycling requirements for organic waste. California’s solid waste legislation requires the City to introduce organic waste recycling services to additional customers to remain in compliance with state law. Except for self-haulers, affected customers include single-family residences (residential premises with fewer than five (5) units) and commercial businesses (including multi-family residences of five (5) units or more) that generate organic waste. The proposed rate adjustment is necessary for EDCO to provide the mandated organic waste recycling services to these customers.

As part of the solution for compliance, the proposed rate adjustment consists of a plan to convert the existing residential green waste collection service to a fully commingled organic collection program that would cost an additional $3.81 per month compared to the current single-family residential rate. These rates would begin on May 1, 2021, if approved by City Council during the April 27, 2021 Council meeting.

The proposed rates are calculated to recover the costs of providing the organic waste collection services and to proportionately allocate those costs on a parcel basis among the various customer rate categories. The proposed rates for residential customers are comprised of a fixed monthly charge. For commercial customers, the proposed rates are comprised of a fixed monthly charge that is determined by the size of the refuse container used to service the property and the frequency of pickups. 

The proposed rate table lists annual allowable Consumer Price Index (CPI) increases and landfill fees, as set by the Regional Solid Waste Association (RSWA), through Fiscal Year 2025/26. If approved by City Council, the CPI and RSWA increases can occur automatically in those future years. Customers will receive advance notice no less than thirty (30) days in advance of such automatic increases.
