By publicly posting the following written disclosure, the City of Vista, the Community Development Commission of the City of Vista, and the Successor Agency to the Vista Redevelopment Agency (“Issuer” or “Issuers”) intend that market participants receive and use it for purposes of the independent registered municipal advisor exemption to the SEC Municipal Advisor Rule.  

The Issuers have retained First Southwest Company as their independent registered municipal advisor. They are represented by, and will rely upon, First Southwest Company to provide advice on proposals from financial services firms concerning the issuance of municipal securities and municipal financial products (including investments of bond proceeds and escrow investments). The individual with primary responsibility for advising the Issuers on such matters is Terry Maas. (This certificate may be relied upon until July 8, 2017, or otherwise withdrawn by the Issuers.) 

Proposals to an Issuer may be addressed to Director of Finance, City of Vista, 200 Civic Center Drive, Vista, CA 92084. If the proposal received will be seriously considered by the Issuer it will share the document with its municipal advisor. Please note that aside from mandated regulatory correspondence between an underwriter and municipal advisor, the underwriter should not speak directly with or send documents directly to the municipal advisor unless specifically directed to by the Issuer.
