SolarApp+ Automated Solar Plan Review

• SolarApp+ is designed to provide a code-compliance check for the majority of residential, roof-mounted systems. No manufactured home (mobile home) or commercial solar projects can be submitted via SolarApp+
• Once your solar PV Plan is approved by SolarApp+ a permit is issued same day
• To see which systems are eligible, please refer to the SolarApp+ Eligibility Checklist 
• Only projects that conform to this list are eligible to use the automated SolarApp+ portal.  All other Solar/PV installations will require a regular Building Permit
• Re-roof projects will require a separate permit issued at the Development Services Counter at the Vista Civic Center
• If your project contains a panel upgrade, please email the SDGE Workorder to us.

Revisions

• Any changes to the site, equipment, size, etc. must be approved by revising the plans through SolarApp+
• You will be provided with a revised SolarApp+ approval document
  • Before scheduling an inspection, make sure you have the revised SolarApp+ approval document
• Once the revisions are approved, applicants will receive an updated inspection checklist

How to Use SolarApp+

1. Project Qualification: Determine if the project will qualify for SolarApp+ (SolarApp+ Eligible Systems)
   • No owner-builders
   • Residential structures only
   • No ballasted or ground mount systems
   • Projects with an Energy Storage System inside a garage cannot utilize SolarApp+
2. Obtain a City of Vista Business License
   • You must have an active business license before submitting for a SolarApp+ permit
   • If you do not have one, you can apply here: Business License Portal
3. Provide a valid state contractor's license
4. Register here: SolarApp+ Installer Registration
   • Click on the register button in the upper right hand corner
5. Submit plans and required documents and obtain approvals for plan check using SolarApp+.  Click here to login after registering
6. Pay fees
   • City of Vista Residential Solar Fee
   • SolarApp+ charges an application fee and processing fee
7. Permit issuance: Once the online application process is complete and permit fees are paid, the permit will be issued the same day.  Applicants will receive an email notifying them of permit issuance and the inspection card
8. Request a building inspection here or at 760-639-6106 (24-hours) once the work is completed and ready to be inspected. There is only one inspection with SolarApp+ projects
