The City Council unanimously voted to recognize the expiration of the mandatory term (Oct. 6, 2011) for the Redevelopment Project Area Committee during the Sept. 27 City Council meeting.

History

The Vista Redevelopment Project Area Committee (PAC) served a limited function set by statute:  to offer advice for consideration by the City Council in connection with the proposed plan amendment.  The Committee’s advice was conveyed to the City Council through an advisory vote on the proposed plan amendment or through written reports.  When directed by the City Council, the committee offered advice on specific policy issues relating to the planning and provision of residential facilities, replacement housing, and other matters affecting project area residents.

The PAC consisted of a nine person committee drawn from the territory of the existing Vista Redevelopment Project Area and areas that were actively under consideration for possible addition to the Project Area. Members consisted of homeowners (3), renters (2), business owners (2), and representatives appointed by community organizations.

On December 11, 2007, the City Council adopted Resolution No. 2007-232, calling for the formation of a PAC, appointing the Vista Chamber of Commerce and the Vista Village Business Association as the community organization members of the PAC. A PAC election was held on February 25, 2008, and seven Committee members were elected. Nine Committee members were confirmed by the City Council, under Resolution No. 2008-73, on April 1, 2008. The Committee’s operation terminated on the third anniversary of the date on which the plan amendment is adopted, unless that period was extended by the City Council.
