Through funds made available by the American Rescue Plan Act (ARPA) the following programs have been created to assist businesses.

 Vista Businesses Grant Grant program to businesses that have been impacted by the COVID-19 pandemic closures and assist them with efforts to plan for the future on how to recoup from these impacts. Grants would be between $1000 - $25,000.   November 2021

  Shop Vista/Vista Is Open Vista Is Open/Goose Chase/Vista Made extends and enhances the promotional efforts that have helped local businesses City-wide during the pandemic. These promotional efforts bring people to local businesses to support sales in their establishments. These safe and effective efforts will support local economic resurgence of businesses.  October 2021  Vista Is Open
  CVBID Marketing Grant The Central Vista Business Improvement District (CVBID) has forgone the collection of promotion assessments in 2020 due to the COVID-19 pandemic. A grant to CVBID will help the district recover from pandemic-related losses and support businesses that have been impacted by the pandemic activities to support marketing, event generation, and promotions.  November 2021  CVBID 
Wave Permit and Other Fees for Events that Generate Economic Activity  Permit and other fees for events that generate economic activity will be waived. Activities and events in specific areas generally increase economic activity for the surrounding businesses and restaurants by bringing in additional customers. This program would support businesses and restaurants by supporting the expansion of these types of activities.  When Events Take Place  Economic Development 
 Small Business Cybersecurity Program  A program will be offered to ensure Vista small businesses have knowledge on cybersecurity. Cybersecurity issues have increased during the COVID-19 pandemic, and this has become even more of a challenge for small businesses. Small businesses are hard pressed to understand and respond to these attacks and this program would support small businesses to prepare for and combat these threats.  January 2022  Economic Development 
Training Program for New/Aspiring Entrepreneurs  A training program for new entrepreneurs and aspiring entrepreneurs. This program will support new entrepreneurs by implementing a training program to assist them in becoming successful and filling in the gaps in their knowledge base. This program would be implemented in partnership with Strategies 360 (S360).  November 2021

 Workforce Development Gap Analysis The City will sponsor a survey to be undertaken by the Vista Chamber. The Vista Chamber will undertake a gap analysis study on what additional workforce development programs are needed for Vista. Further needs and programmatic solutions would be identified at the conclusion of this study to help support local businesses and adult residents.   January 2022

 Paid Internship Program The City will undertake a youth internship program with the Vista Chamber of Commerce. This program will be a paid internship program for local high school juniors, which will be managed and coordinated by the Chamber. This program would pay eligible students a stipend for 100 hours of work during the summer months. Vista companies would receive interns at no cost.   June 2022

Training Program for Established Businesses  Many small, established businesses have a focused area of expertise. This program will assist businesses by providing training to help reduce their areas of educational need. This program will have three three-month programs over the course of the year and be implemented in partnership Strategies 360 (S360).  November/ December 2021

  Downtown Clean & Safe Program The City has worked with many entrepreneurs and businesses to create an active and vibrant downtown. The ongoing support of this area and the businesses that call it home is critical. A downtown Clean & Safe program will support business information sharing, safety and hospitality services, incident reporting, outreach, and clean-up.
