The Community Development Block Grant (CDBG) is a program federally funded by the U.S. Department of Housing and Urban Development (HUD) that provides grants on a formula basis to entitled cities and communities. In 1991, the City of Vista became an entitlement city, which is a city with a population of 50,000 or more that receives CDBG funds directly from the federal government. The purpose of the CDBG program is to ensure that communities have viable resources to provide affordable housing, a suitable living environment, and economic opportunity.   

To receive CDBG funds, the City of Vista must develop a Consolidated Plan, Annual Action Plan, Consolidated Annual Performance and Evaluation Report (CAPER), and Citizen Participation Plan. These documents outline how the City plans on and has used our CDBG funds.

The City of Vista values community input as to how funds should be utilized. We encourage residents and non-profit organizations to share their ideas and priorities for potential projects or improvements.

Documents

On April 28, 2020, the City Council adopted the 2020-2024 Consolidated Plan, which identifies strategies for providing decent housing, suitable living environments, and economic opportunities for low-income populations. The Annual Action Plan outlines spending and activities for the corresponding program years. The Consolidated Annual Performance and Evaluation Report (CAPER) evaluates the City’s accomplishments and use of CDBG funds. The Citizen Participation Plan specifies the City’s policies and procedures for engaging citizens and encouraging them to participate in creating, evaluating, and implementing the CDBG program and Assessment of Fair Housing (AFH). 

CDBG Requests for Proposals

The City releases a Request for Proposals (RFP) annually to select public services providers for CDBG funding.  RFPs are typically released in December, January or February.  This portion of the website will be updated when more information becomes available.

The Housing Division is posting a Notice of Funding Availability (NOFA) of CDBG funds for Public Service Providers  to prepare, prevent and respond to COVID-19.  The NOFA will be accessible online and applicants can register on the City of Vista Procurement Portal (procurenow.com) to receive updates and apply.

Advisory Committee

The CDBG Citizens Advisory Committee is charged with the task of providing recommendations to the City Council for social service projects that will benefit Vista’s low and moderate income residents.  The Committee uses the City’s Five-Year Consolidated Plan to recommend annual priority areas for funding, which are presented to the City Council for adoption. Based on the annual priorities, a Request for Proposals is issued to identify projects within the community that address the annual priorities. The Committee reviews the proposals and makes recommendations to the City Council for projects that can assist the City in meeting its community development goals.

There are seven members who serve four-year terms. Housing & Homeless Services Staff Assistant, Johannah Knieff is the Staff Liaison. Meetings are called as needed.
